Raffles The Red Sea Opens on Shura Island, Strengthening Saudi Arabia’s Luxury Tourism Ambitions

Saudi Arabia has strengthened its position in the international luxury travel market with the opening of Raffles The Red Sea, a high-end island resort developed by Red Sea Global on Shura Island along the Kingdom’s western coastline. The opening adds another internationally recognised hospitality brand to The Red Sea destination, a major tourism development designed to combine premium visitor experiences with regenerative tourism principles.

Announced by Red Sea Global on 14 October 2026, the resort brings Raffles’ personalised hospitality concept to one of Saudi Arabia’s emerging coastal destinations. Its opening forms part of the Kingdom’s wider efforts to diversify its economy, attract international visitors and establish new tourism destinations under Saudi Vision 2030.

A Luxury Island Resort With 168 Accommodation Units

Raffles The Red Sea features 168 accommodation units, comprising 121 guest rooms, 14 suites and 33 private villas. The accommodation has been designed to connect visitors with the surrounding coastal landscape, with private terraces and views across the lagoon or the Red Sea.

The villas, marketed as Raffles Residences The Red Sea, include one- to four-bedroom properties with private pools and spacious indoor and outdoor living areas. The architectural design was developed by Foster + Partners, with interiors by ACPV ARCHITECTS Antonio Citterio Patricia Viel.

Personalised service is a central element of the resort’s offering. The property combines residential-style accommodation with Raffles’ signature butler service, targeting travellers seeking privacy, individual attention and premium experiences.

Dining, Wellness and Leisure Experiences

The resort’s hospitality offering includes five planned dining venues featuring international and regional influences. Ni’ma focuses on Eastern Mediterranean cuisine, while Siparaja draws inspiration from Singaporean and Peranakan food traditions. Anbara combines French patisserie techniques with Arabian influences, and El Nay offers Pan-Arabic refreshments and light bites. The Pool Bar & Grill provides a more relaxed dining environment beside the water.

Dining and wellness facilities are being introduced in phases, so visitors should confirm the availability of individual venues and services before booking. The resort’s planned wellness facilities include a spa with seven treatment rooms, a hammam, a vitality pool and an outdoor lap pool.

Beyond the property, visitors can explore Shura Island’s marina and retail district, play at Shura Links golf course, and access diving, water sports and other activities across the wider destination. Cultural programming featuring local art, storytelling, literature and craftsmanship is also intended to connect guests with the region’s cultural identity.

Shura Island and Saudi Arabia’s Tourism Expansion

Raffles The Red Sea is part of the wider Shura Island development, designed around the Coral Bloom masterplan by Foster + Partners. The island is planned as a major hospitality and leisure hub, bringing together luxury resorts, residences, retail, recreation and access to the surrounding marine environment.

Red Sea Global has positioned the destination around regenerative tourism, an approach intended to go beyond reducing environmental harm and contribute to the long-term health of natural environments and local communities.

Shura Island is powered by renewable energy, according to the developer. Visitors can reach the island from Red Sea International Airport by electric vehicle via the 3.3-kilometre Shura crossing. The airport serves as a gateway to the wider Red Sea destination.

The resort joins an expanding hospitality portfolio that includes properties operating under brands such as InterContinental, SLS, EDITION, Four Seasons and Miraval. Additional resort openings are planned as development progresses.

Implications for the Global Travel and Hospitality Industry

The opening of Raffles The Red Sea highlights the growing role of branded luxury hospitality in destination development. International hotel operators can bring established service standards, global marketing reach and loyalty programmes to emerging destinations, helping them attract affluent international travellers and compete with established luxury markets.

For Saudi Arabia, developments of this kind can support economic diversification through tourism, hospitality employment, destination services and associated investment. Their long-term performance, however, will depend on visitor demand, international connectivity, the quality of the guest experience and the ability to protect the natural assets on which coastal tourism depends.

The Red Sea destination also illustrates a broader shift in luxury travel: travellers are increasingly being offered a combination of exclusive accommodation, wellness, outdoor recreation, cultural discovery and nature-focused experiences rather than a hotel stay alone.

As Saudi Arabia continues to expand its tourism infrastructure, Raffles The Red Sea adds a new option to its luxury hospitality landscape. Its progress will be closely watched by the travel industry as the Kingdom seeks to establish itself as a competitive international destination while advancing its stated commitment to regenerative tourism.
